The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing and exercising control over nonsupervisory employees as a Financial Management Division Chief for Air Force Security Assistance Training Squadron (AFSAT).
Duties
Plans, organizes, and oversees the activities of a Division within the Financial Management Directorate of Air Force Security Assistance Training (AFSAT)
Directly responsible to the Director of Financial Management and the Commander of Air Force Security Assistance Training for the supervision and direction of security assistance financial management programs
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates
Represents Air Force Security Assistance Training Squadron with a variety of installation and functional area organizations

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes directs financial management programs (DoD budgets, travel, foreign military sales, foreign military financing, international military education and training, counter terrorism, counter narcotic, case reconciliation, and other programs) valued annually in excess of $14.4 Billion and governed by the provisions of the Arms Export Control Act and the Foreign Assistance Act in direct support of United States Air Force, Department of Defense, and United States Government National Security objectives. Security Assistance Training Programs (SATP) have international impact and international consequences and are closely monitored by the United States Congress through the Defense Security Cooperation Agency.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of international missions, functions, goals, objectives, work processes, and sources of funding pertinent to Security Assistance programs/organizations. Knowledge of fiscal law; financial federal regulation guidelines to include: DOS, DSCA, USAF, and Foreign and international organizational policies, precedents, goals, and objectives. Knowledge of Security Assistance training programs and reimbursement processes for international training programs such as Foreign Military Sales (FMS), International Military Education (IMET), Counter Terrorism, and Counter Narcotics
Ability to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations
Knowledge of safety and security regulations, practices, and procedures
Ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and Ability to communicate both orally and in writing
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and costs to determine the impact on the various Security Assistance program or case funding mechanisms
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
