The primary purpose of this position is to: Serve as an International Financial Analyst in the AFSAT Financial Management Directorate.
Duties
Manages the international financial and budget execution of a variety of appropriated funds and Foreign Military Sales (FMS) cases related to Air Force Security Assistance Training (AFSAT) programs.
Performs analysis and reconciliation of system mismatches, determines resolution, and ensures appropriate recording of transactions.
Conducts FMS Line and case closures, prepares status reports, conducts initial financial reconciliation and analysis activities, and provides up-to-date financial data essential for accurate and effective management of AFSAT financial programs.
Certifies availability or funds for a variety of Security Assistance/Cooperation and AFSAT programs
Computes cost information for international training requirements and prepares financial documents relevant to the programs assignment(s) AND Develops official correspondence. messages, items of interest, staff summaries, and talking papers relative to assigned programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed intensive knowledge of policies, procedures, and precedents, goals, objectives, regulations, and guidelines of a functional area; intensive knowledge of the organizational structure and functions of the agency; detailed knowledge of budgeting policies, regulations, procedures, and administrative financial management systems; and basic knowledge of information technology software and hardware.

EDUCATION: Successfully Completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your transcripts

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of generally accepted accounting and budget principles, practices, and techniques, to perform work assignments independently regarding financial transactions for AFSAT international training programs funded using foreign military sales (FMS) and U.S appropriated funding from Title 10 and Title 22 programs, to include managing and processing reimbursements to a number or diverse and complex training provider appropriations.
Knowledge application, and ability to train others on DoD and USAF Financial Management and security assistance training management systems; including but not limited to: General Accounting and Finance System Base Level (GAFS-BQ), Defense Enterprise Accounting and Management (DEAMS), Security Assistance Network (SAN Web), etc. and understanding how to process, record, research, and correct financial transactions in diverse funding sources and appropriations
Knowledge and understanding of how to research and apply federal appropriation, and fiscal laws, federal (DoD, Department of the State (DoS) USAF, etc.) regulations, and other regulatory and directive guidance to control and execute appropriated, foreign military sales, and federal grant funding. AND Knowledge application, and ability to train others to analyze , examine, and correct discrepancies in funds execution transactions and documents (hard copy and/or electronic) and determine if documents are accurate and complete prior to processing forward.
Knowledge of application of standard desktop computer system (e.g. Microsoft office and Web based applications) software used to record and store data, send and receive communications, and prepare financial worksheets, student reports, and financial ledgers.
Knowledge and ability to apply and train analytical methods and techniques to calculate costs, identify trends, estimate requirements, and track/review financial data using a variety of worksheets and systems and produce reports and briefings with recommendations as required to support decision making based on data analysis AND ability to effectively participate in meetings in order to advise decision makers on regulatory requirements, policies, interpretation of data, and program requirements.
Ability and skills to communicate clearly and effectively, both orally and in writing, to interpret and clarify information and guidance to financial and training program managers, training mission support technicians, DFAS-DE personnel, and U.S. and international customers external to AFSAT.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
