The primary purpose of this position is to serve as Chief, Financial Operations Division in the Directorate of Financial Management and Comptroller at a major command (MAJCOM) with responsibility for directing the activities of the Division. The organizational location of this position: Financial Operations Division Joint Base San Antonio-Randolph Air Force Base, Texas.

Duties

1. As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide accounting, cost analysis, financial operations, and administrative functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. 2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. 3. Establishes, develops, and maintains effective working relationships with a variety of DoD, DAF, NAF, and installation organizations within and outside the financial management functional areas. 4. Appropriation Accounting and Reporting. Serves as the senior advisor to the Comptroller and command personnel on matters pertaining to appropriation accounting and financial (fund accountability) reporting. Responsible for oversight on all accounting transactions for the AETC enterprise.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • May be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Must be able to obtain and maintain a Secret Security Clearance
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • This is a supervisory position - 1 year supervisory probation period will be required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Financial Administration and Program Series 0501 - Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes providing staff-level professional accounting, auditing, cost analysis, financial management, and oversight services through consultation, presentation, formal and informal reports and direct work on designing and maintaining the financial system, performing cost analysis projects, and program evaluation; to solve significant problems in the development and sustainment of financial management programs and business aggregate areas for a Major Command Headquarters. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to all phases of the federal financial management process, Chief Financial Officers (CFO) compliancy, DoD planning, programming, and budgeting/execution systems, DFAS regulations, and professional knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or command level financial management operations policy and oversight. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Knowledge of cost estimating techniques and automated systems architecture structures to support budget analysis, cost analysis, accounting and management systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
