The primary purpose of this position is to provide managers with objectively based information for making decisions on the administration and programmatic aspects of Air Force Integrated Personnel and Pay System Military (AF-IPPS) requirements which include: supporting the Air Force !PPS Program and developing and executing an implementation plan for the development of the AJ.IPPS at Air Force Activities and supporting the AF/Al community in the further development and implementation efforts.
Duties
Serves as expert planner, analyst, and advisor to agency management on requirements, development and implementation matters for the Air Force Integrated Personnel and Pay System.
Participates in the development of Air Force personnel/pay procedures and documents as they relate to the Air Force Integrated Personnel and Pay System.
Work involves extensive coordination of policy, procedures, and systems implementation plans with Air Staff organizations, OSD and other Defense Agencies.
Provides briefings to various organizations within SAF, MAJCOMs,other serviced agencies and DoD components as required.
Performs Leadership Duties. Works closely and in concert with AFPC leads to accurately articulate and communicate critical financial management requirements for inclusion in the system design for the Integrated Personnel and Pay System.

Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes mastery of the laws, regulations and policies and procedures governing military pay entitlements, deductions, allotments and processing of transaction. Knowledge of the concepts surrounding an integrated personnel and pay process. Expert knowledge of accounting, budget and audit related disciplines as they relate to military pay entitlements and deductions. Expert knowledge of the relationships between the human resources compensation policy requirements and the DOD Functional management Regulations governing payments and the relationship lo DFAS for payroll and accounting. Skill in applying expert knowledge of human resources, pay and accounting requirements lo develop an integrated end-to-end process; and in applying the requirements to pay calculation to interfaces with DFAS disbursing and accounting systems and processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of accounting and finance activities including military pay, travel, accounting, disbursing, decision support and management functions.
2. Skill in the analysis and resolution of complex problems.
3. Ability to gather, assemble, and analy;;:e data lo prepare briefings and make recommendations lo management.
4. Communicates both orally and in writing In a clear, concise and effective manner.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
