This position is located in the Resource Management Division and serves as the park's Resource Protection Coordinator and Structural Fire Coordinator. The incumbent is supervised by the Resources, Lands, and Planning Manager, serving in a non-supervisory, non-commissioned role performing natural and cultural resource protection duties over a broad range of resources throughout the park's disparate areas.

Duties

Collects, interprets, and analyzes natural and cultural resources data to evaluate implemented management practices and prescriptions. Performs resource inventory, monitoring, and surveys. Evaluates resource protection activities to determine appropriateness, timeliness, effectiveness, and efficiency. Develops, recommends, and implements adjustments and changes to accomplish program goals and objectives. Plans and/or participates in emergency incidents which can include search and rescue operations, wildland/structural fire, hazardous materials spills, floods, natural disasters, terrorist threats, and other major emergencies. Serves as the park's Structural Fire Coordinator. Formulates standard operating procedures based on technical expertise for assigned functions and develops basic guidelines to follow in emergencies or unusual situations. Develops projects, writes scopes of work, and formulates service and new construction contracts. Serves as a Contracting Officer's Representative (COR) for resource and environmental contracts. Duties will be developmental in nature when filled below the full performance level. Rock Creek Park Information: An Oasis in the City - Rock Creek Park is truly a gem in our nation's capital. This 1,754 acre city park was officially authorized in 1890, making it the third national park to be designated by the federal government. It offers visitors the opportunity to escape the bustle of the city and find a peaceful refuge, recreation, fresh air, majestic trees, wild animals, and thousands of years of human history. Some of the 99 park sites include Civil War fortifications, a working grist mill, colonial houses, and multiple triangles, circles, and squares (some with statues and some without).

Qualifications

All qualifications must be met by the closing date of this announcement-01/07/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Assisted with resource inventory, monitoring, and/or surveys; Identified park resource issues or potential problems; Provided input on resource protection and fire and emergency standard operating procedures; Assisted with structural fire activities such as assisted with inspection, collection of evidence, fire suppression; participated in Incident Command operations serving as Liaison Officer, Incident Commander, etc.; Drafted scopes of work for assigned projects. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education or master's degree related to the occupation at an accredited college or university in related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology or other closely related subjects. You must include transcripts. -OR- Successful completion of a combination of graduate education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours (or 27 quarter hours) and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performed resource inventory, monitoring, and surveys; provided recommendations to resolve park resource issues and problems; evaluated resource protection operations to determine appropriateness, timeliness, effectiveness, and efficiency of activities, and formulate standard operating procedures for those operations; Developed, wrote, updated, and validated a variety of fire and emergency operating plans and procedures; Served as Structural Fire Coordinator for the organization; Developed projects, wrote scopes of work, and served as Contracting Officer's Representative (COR) for resource/environmental contracts. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology or other closely related subjects. . You must include transcripts. -OR- Successful completion of a combination of graduate education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours (or 54 quarter hours) and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

REQUIREMENTS CONTINUED:

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
