The Deputy Superintendent of the National Mall and Memorial Parks serves as principal advisor to the Superintendent (SES), supervises park operations, and oversees almost $500 million dollars' of improvement projects over the next several years. Comprised of 16 units of the National Park System, the National Mall hosts more than 30 million visits annually and has the largest operating budget in the NPS.

Duties

The major duties of the Park Manager position include, but are not limited to, the following: Assist the Superintendent in the management and direction of a park staff of more than 225; responsible for maintaining a positive working relationship with the park employees. Manage and direct a comprehensive and distinctive visitor services program, which involves contact with more than 30 million foreign and domestic visitors each year, as well as support for dignitary visits. Along with the Superintendent is responsible for strategic planning and the establishment of short-range and long-range goals, objectives and standards to ensure effective and efficient park operations and policy. Supervise a staff of professional and administrative employees including work planning, establishing work schedules and priorities, and assigning and reviewing work to include six GS-14 division chiefs and one GS-12 Safety Manager. Provide leadership in the development of the policies, standards and procedures which govern the professional conduct of work related to the administration and implementation of programs. All qualifications must be met by the closing date of this announcement-05/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. You must meet the Selective Placement Factor(s)/Screen Out(s) below to qualify for the position(s) and upload the required documentation with your application to demonstrate your qualifications: A valid State or District of Columbia driver's license In addition to the above, to qualify for this position at the GS-15 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) providing leadership and direction for the strategic planning, management, and operation of an organization's functions an activities; 2) developing, implementing, and evaluating park programs (or similar) involving management and administration, resource management, interpretation and education, visitor services, and maintenance; 3) making key operational decisions regarding budget, personnel and program execution; 4) setting strategic priorities for a park (or similar); 5) making effective and timely decisions regarding significant or controversial issues; and 6) effectively supervising subordinate supervisors in a geographically dispersed workforce. You must include your resume with hours work per week annotated. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
