You will serve as a MANAGEMENT & PROGRAM ANALYSIS OFFICER in the PUBLIC WORKS DIVISION of MARINE CORPS BASE.
Duties
You will implement Facilities Related Control Systems (FRCS) program directives at the regional level and assist installation level requirements to include operations, maintenance, sustainment and force structure.
You will evaluate and advise leadership on the potential benefits/uses of FRCS to improve efficiency and effectiveness.
You will analyze new or proposed legislation or regulations impact on FRCS program operations and assist in the development of new program regulations, goals, or objectives.
You will coordinate all regional and installation FRCS training to align with program and personnel requirements.
You will represent the regional command at various advisory and working groups held at the Headquarters level.
You will develop program workload to determine the organizational manning level requirements in care of FRCS and review administrative reports to determine appropriate changes or corrective action required to ensure program success.
You will be responsible for scheduling personnel work assignments ensuring timely performance, quality of work, and accepting, reviewing, amending or rejecting work products produced by subordinates.
You will establish job performance standards, schedule and conduct initial and mid-point performance counseling, and prepare and submit annual employee performance appraisals.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Cyberspace Workforce position, work role code PROGRAM MANAGER, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- You will be required to obtain and maintain a current valid United States driver’s license.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the installation and configuration of facility-related control systems; interpreting policies, standards, and guidelines to develop new methods, approaches, and procedures to support installation requirements; and presenting findings and recommendations for policy change and program improvement to managers.
