Duties

You will manage the Information Technology Procurement Request (ITPR) process for NSTC. understanding the requirements for ITPRs, to include the rules, thresholds, processes, and supporting policies and procedures. You will Support small to large IT projects and system implementations through the acquisition of IT products and services, for new training and non-Navy Marine Corps Intranet (NMCI) business systems, and for enhancements to existing systems. You will Performs in-depth analysis of automated and manual systems to accomplish design and programming assignments. You will Specify inputs and outputs, appropriate data structure, module interface plans, detailed layout of files, and test plans. You will Prepare user manual or instructions for assigned applications. Trains and provides technical guidance to Team members. You will be responsible for development of Microsoft M365 Applications, reporting and analytics. Applies effective techniques for prototyping iterative development using Rapid Application development.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: . 1. Knowledge of documentation procedures as applies to software development. 2. Knowledge of systems analysis and design techniques including data and process modeling ,alternative design approaches relevant to the application area, configuration management. 3. Ability to modify existing systems and to relate all aspects of the work to the overall project. 4. Superior oral and written communication skills required to provide assistance on a wide range of complex IT methods, policies, and procedures. .
