Duties
This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Supervisory Public Health Analyst, you serve as the Deputy Director of Office of Strategy, Innovation, and External Affairs within MCHB.
Your major duties and responsibilities include:
Providing administrative and technical supervision necessary for accomplishing the work of the unit.
Coordinating and negotiating with other executive level Bureau staff on cross-cutting objectives and strategies relating to Bureau and Division programs and initiatives.
Providing leadership in creating ways and methods of measuring: 1) program progress; 2) the effect of program services on immediate and long-term problems; 3) the relative benefits of specific methods of delivery of services; and 4) the impact of variations in expenditures.
Working with a broad array of national, State, university and local advocacy and professional groups which have a relationship to MCH programs and represents and speaks of MCHB programs to HRSA and DHHS.
Participating with the MCHB senior executive staff in considering broad issues, policies and program direction affecting the administration of MCHB programs.

Requirements
- U. S. Citizenship is required.
- HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS:
OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR PUBLIC HEALTH PROGRAM SPECIALIST SERIES, 0685:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to demonstrating the public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience for the grade levels as shown below.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-15: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
1. Providing authoritative guidance to an organization on the development and funding of public health related programs inclusive of policy development and program planning.
AND
2.Identifying issues and developing new approaches to resolve issues arising out of complex public health programs or initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
