Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Supervisory Public Health Analyst, you serve as the Deputy Office Director and collaborate with the Office Director on the direction of all phases of the organizations program work and assist the Director in directing programs in the theory and practice of strategic planning, strategic leadership, and strategic management systems.
Your major duties and responsibilities include
Providing expert advice on a board range of public health programs and management initiatives related to health care program operations for improving business services, practices.
Representing the Office Director as needed in related areas of critical importance to effect improvements in Agency performance and outcomes.
Ensuring that public health programs, priorities, and activities of the Office align with BPHC and HRSA-wide goals.
Providing support to the Office Director and management team to ensure that Office practices are effectively and efficiently producing desired public health program outcomes within the office, across the organization, and external stakeholders.
Analyzing, evaluating, and developing major aspects of Agency and Bureau-wide public health programs by developing new concepts, methodologies and issues of sensitivity and potential controversy that will promote advances to the mission

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
1. Providing guidance on a broad range of public health policies and programs to internal and external stakeholders.
AND
2. Evaluating the effectiveness of public health programs and policies to provide recommendations for improvement of those programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
