Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Supervisory Public Health Analyst, you serve as the Director of the Policy and Public Affairs Team, with responsibility for policy and communications across Health Systems Bureau (HSB), with particular focus on the Organ Procurement Transplantation Network (OPTN) Modernization Initiative.
Your major duties and responsibilities include:
Examining policies to determine if they reflect programmatic objectives and realistic operational capabilities, making recommendations for revision, and communicating changes to all levels within the organization.
Maintaining continuous awareness of issues, deciding on, and initiating appropriate actions that will influence the direction of events toward the realization of HRSA goals and objectives.
Conducting analysis, developing, and maintaining contacts of the highest levels and preparing comprehensive briefing materials for senior HRSA officials, members of Congress and other external stakeholders.
Forging strategic partnerships with external organizations, such as professional associations, advocacy groups, academic institutions, and industry partners, to leverage their expertise, resources, and networks.
Planning, developing, implementing, and evaluating comprehensive communication strategies for the OPTN Modernization Initiative and other HSB programs employing innovative approaches to advance the HSB mission.
Providing administrative and technical supervision in the direction of activities related to the Bureau's budget projections and justifications in collaboration with other HSB divisions and HRSA's Office of Budget and Finance.
In collaboration with HSB's Executive Office, advising on policy considerations related to budget execution.

Requirements
- U. S. Citizenship is required.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
Providing authoritative guidance to an organization on the implementation of current, proposed, or new federal or state public health-related program policies and regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
