This position is located in the Health Resources and Services Administration, Maternal and Child Health Bureau, Division of Child, Adolescent and Family Health, Adolescent Health Branch. Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Branch Chief of the Adolescent Health Branch, you will oversee grants, cooperative agreements, interagency agreements, and Federal initiatives that aim to improve the health, safety and wellbeing of the nation's children, adolescents, young adults, and their families. Specifically, you will: Advise the Division Director, Deputy Division Director, EMSC Branch Chief, Deputy Associate Administrator, Associate Administrator and other departmental leaders on the principles, trends, resources, evidence-based interventions, and latest developments related to the fields of health promotion, optimal social and emotional development, injury prevention, prevention of child maltreatment, poison control and advancements of system-based strategies to improve quality and access to health and behavioral health care for children, adolescents, young adults, and their families. Serve as a member of the leadership team within the Division working to build strategic alignment of grant priorities across the Division to stimulate collaboration and advance the areas of health promotion, injury prevention, behavioral health care, strength-based care approaches, and emergency care for children, adolescents, young adults and their families. Supervise an interdisciplinary team of professionals with expertise in nursing, medicine, public health, injury prevention, social work, and administrative support, who perform work from the GS 7 through GS 15 levels, including but not limited to a Senior Nurse Consultant, Project Officers, Contract Officer Representatives, and Staff Assistants. Lead Federal and non-Federal stakeholder engagement to identify gaps, advance evidence-based programs, reinforce the impact of ongoing activities, and develop innovative broad reaching programs that further the Branch's vision and approach to achieving optimal health for children, adolescents, and young adults. Oversee grants, cooperative agreements, interagency agreements, and Federal initiatives that aim to improve the health, safety and wellbeing of the nation's children, adolescents, young adults and their families.   • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS: OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR PUBLIC HEALTH PROGRAM SPECIALIST SERIES, 0685: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to demonstrating the public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience for the grade level as shown below. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-15: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis: Providing leadership in planning, directing, monitoring and evaluating programs that focus on child and adolescent health programs and initiatives. AND Working with a range of national, State, and local advocacy and professional groups to develop strategies that address public health program issues related to child and adolescent health issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. CHILD AND ADOLESCENT HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of child and adolescent-related health program services and organizations as well as the policies that impact health programs and reimbursement of health services. ORGANIZATIONAL STRATEGIC SUPPORT - Supports organizational goals and objectives in accordance with strategic and/or operations plans. GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
