Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Supervisory Public Health Analyst, you serve as the Director of Strategic External Engagement to provide leadership, management of deliverables, timelines, and products, and provide clear direction and supervision to Division staff members. Your major duties and responsibilities include: Developing and implementing IEA's guidance and direction; collaborating with other executives regarding IEA operations, including recommending improved practices and policies regarding public health care activities. Leading, coordinating, and acting as a staff resource and lead manager to coordinate HRSA external events and the amplification of cross-HRSA efforts through regional offices. Supervising the staff responsible for a portfolio of cooperative agreements and contracts related to IEA's external events, communications, regional office support, and intergovernmental and stakeholder work. Leading the Division in assessing its strengths and weaknesses and providing leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, and procedures). QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: 1. Supervising staff, including prioritizing, and assigning work, recommending professional development, evaluating, and addressing performance and/or conduct issues, etc. AND 2. Developing and executing strategic and operational plans to achieve public health program goals and objectives focused on intergovernmental affairs (e.g., working with state and local health officials), external affairs and partnerships, or other special initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
