Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Public Health Advisor, you serve as the senior policy and technical expert, analyst, and advisor on legal issues for the Office of Pharmacy Affairs (OPA) Director.
Your major duties and responsibilities include:
Conducting analysis and communicating findings; developing partnerships; and promoting and implementing policies, priorities, strategies, and plans on a wide range of legal issues that directly impact the Program.
Advising on the formulation and administration of policies affecting the mission of the Office and evaluating policy for office-wide programs.
Providing oversight and administration of assigned highly complex projects within the Office, including internal and external requests for program and grantee-specific information.
Coordinating and managing large-scale operations and projects to efficiently achieve specified Divisions' goals and objectives.
Evaluating current and proposed projects and operations and recommending action to initiate, modify, execute, or discontinue initiatives and activities as appropriate.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
AND
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-15: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
Providing authoritative legal, regulatory, and legislative guidance on complex issues in the administration, management, and compliance of federal public health programs.
AND
Evaluating unique and/or complex federal laws, regulations, and policies, and preparing written analyses for senior officials regarding recommending courses of action for consideration and implementation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

FEDERAL POLICY ANALYSIS - Analyzes, interprets, and explains federal regulations, legislation, Executive Orders, policies, etc. and how they impact the mission of the Department, the Agency and one's own organization.
PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets, and explains the impacts of health policies, proposals, and legislation on public health programs.
STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
