This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a conduit and interlocutor between Department of Defense (DoD) entities and NATO ACT on mutual matters of interest, provide a venue for the transfer of information, including security policy, national viewpoints, and coordination between North Atlantic Treaty Organization (NATO) and the United States

Duties

As a OPERATIONS SPECIALIST at the GS-0301-12 some of your typical work assignments may include: Collects information and reports on issues across a broad spectrum of NATO functional areas that will have an impact on U.S. policy, personnel, or national interests Assists Deputy United States National Liaison Representative (DNLR) in providing the Supreme Allied Commander Transformation (SACT) with national viewpoints on transformational initiatives and coordinate information exchange from national sources Maintains operational awareness of U.S. manning and personnel dynamics to assist the NLR and DNLR in making decisions on U.S. manning at Allied Command Transformation (ACT) Conducts face to face meetings with other Alliance NLRs on personnel rotations, security, and all other issues involving interaction or national position of a bilateral nature Aid the DNLR in execution of U.S. programs to include U.S. achievement awards, Travel Card administration, sponsorship program, and service specific requirements

Qualifications

You may qualify at the GS- 12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Applies U.S. security concepts, principles, and practices to review independently, analyze, and resolve overlapping and conflicting requirements between NATO and U.S. policy decisions to support the Deputy United States National Liaison Representative (DNLR) in all security related requirements and services; Applies U.S. Joint Staff travel regulations, Joint Federal Travel regulations, and NATO travel policies, to support the DNLR in enforcing all U.S., and Joint Staff travel regulations as they apply on NATO related travel; Handles a variety of unique administrative and operational issues that impact foreign nationals to assist the DNLR in supporting the Allied Commander Transformation (ACT) staff and liaising with outside entities as host nation support; Coordinates daily activities of an active and diverse office ensuring all United States National Liaison Office (USLO) operations follow NATO, Supreme Allied Commander Transformation (SACT), and Joint Staff policies to support the DNLR in daily operations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
