You will serve as a CORPORATION OPERATIONS DIRECTOR in the Corporate Operations Department (Code 1100) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will participate in fact-finding labor-management partnerships in order to build more cooperative and effective labor-management interactions. You will meet with union officials as the Commanding Officer’s representative on a regular basis, to identify, hear, and resolve bargaining unit concerns that may require attention at the Command level. You will provide command level oversight of disciplinary process to include coordination of meetings between bargaining unit employees, union representatives, responsible management officials, and FLTHRO LER. You will monitor, evaluate and analyze the progress of the department in attaining program goals and makes adjustments in objectives, priorities, schedules, work plans and resource requirements to ensure success. You will provide overall planning, coordination, direction, implementation and timely execution of direct support services to the command in multiple complex programs and areas. You will provide expertise, direction, oversight and guidance for all command administrative, civilian ad military personnel support functions with in MARMC. You will develop and submit Business Case Analysis for command level decision making. You will provide high quality customer service as strategic partners to both internal and external customers in all areas of Human Capital Management as it pertains to Civilian and Military Manpower, Security, Administrative/Personnel Support, etc You will plan and analyze program objectives in order to develop, establish and implement a command wide effective process improvement program. You will provide executive leadership, guidance and oversight to the command’s security requirements involving physical, informational, personnel, industrial, operational and education are executed and meet. You will develop statistical and narrative data a provide more effective and efficient use of resources. You will develop, maintain and administer intermediate and long-range workload forecasts for the entire command.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in directing, coordinating and overseeing the work of the department to include monitor, evaluate and analyze the progress of the department in attaining program goals; Experience in managing the overall planning, coordination, direction, implementation and timely execution of direct support services to the command in multiple complex programs and areas; Experience in providing direct and indirect supervision to a total workforce of over 175 civilian, military, and contractor personnel and perform administrative supervisory functions; Experience in formulating and administering command wide policies regarding customer personnel services which support military, civilian and contract employees; Experience in planning, developing, organizing and implementing broad command wide programs based on new or revised legislation, regulation and policies; Experience in coordinating and conducting analytical studies involving the substance of key programs in order to facilitate achievement of program goals and objectives; Experience in directing the planning, funding and technical functions of an organization; Experience in administering an organization's continual process improvement and value streams program.
