You will serve as Force Communications Director, Control, Communications & Information (C4I) (N6) on the staff of COMSUBFOR.
Duties
You will direct all IT service operations and tasked information assurance directives for a 3-Star command headquarters and supported commands.
You will manage Atlantic Submarine Force Communications and Broadcast Operations.
You will manage COMSUBLANT execution of Combatant Commander, U.S. Fleet Forces, and Fleet Cyber Command information assurance (IA) tasking and reporting.
You will manage the Navy-wide execution of STRATCOM-directed cybersecurity changes to NC3 Conditions and the execution of NC3 support for world-wide Defense Condition changes.
You will advise the 4-Star JFMCC STRAT Commander.
You will provide the lead Navy operational input in the design and development of NC3 modernization and NC3 Next Generation.
You will oversee submarine information warfare issues to include IT and the flow of information for decision support, sensor, weapons, and navigation tactical systems.
You will direct operations research studies and modeling as needed to aid in formulating C4I policy.
You will directly/indirectly supervise a staff of 185 personnel.
You will act as liaison between staff and higher management, gives technical advice to subordinates.
You will manage performance through appropriate rewards and corrective actions. Applies position management principles and techniques.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Experience, mastery knowledge and understanding of the military command structure, missions, programs, and organizational relationships with a thorough knowledge of management and leadership methods and techniques.
(2) Experience, mastery knowledge of and skill in managing Broadcast Control Authority (BCA) operations.
(3) Experience and in-depth knowledge of US and NATO BCA management operations, Fixed Submarine Broadcast System (FSBS) capability, configuration, and limitations, Submarine Satellite Communications (SATCOM) capabilities and limitations, electronic communications security and cryptographic key management, and submarine tactical network systems, and Nuclear Command and Control Communications.
(4) Experience and mastery knowledge of DOD and DON information assurance policies, cyber security requirements, and the current and evolving Submarine Force networking environment to include the Navy's certification and accreditation processes.
(5) Experience and familiarity with Navy Marine Corps Intranet/ Commercial Construction Sector (NMCI /COSC) contract processes; use of Program Budget Information System for Information Technology (PBIS-IT), and the Information Technology Procurement Request (ITPR) systems to manage CIO responsibilities.
(6) Experience and mastery knowledge of networking and familiarity with afloat and ashore networks, the Submarine Warfare Federated Tactical Systems (SWFTS) and submarine communications systems; including Common Submarine Radio Room.
(7) Experience and familiarity with DOD Architecture Framework (DODAF), Joint Capabilities Integration Development System (JCIDS), Project Management, Cyber Security and DOD Planning, Programming, Budgeting, and Execution (PBBE) process; to manage C4I requirements and Modernization planning,
