The primary purpose of this position is to serve as a focal point at a MAJCOM directs, plans, organizes, and oversees the Services' program for the MAJCOM. Responsible for formulating program goals, plans, and policies for the Services' mission at the MAJCOM. The incumbent is considered the recognized authority on the full spectrum of Services' related issues.
Duties
Provides oversight and direction on Services' program; plans, formulates, interprets, and implements policies and procedures to provide mission-impacting quality of life services.
Maintain a continuous liaison with other MAJCOMs, HQ USAF, and subordinate installations.
Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered
Analyzes current projected financial condition of bases throughout the command and evaluates their capability to meet the Services' mission.
This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes serving as project and/or program manager in order to plan, schedule, and carry out major projects concerned with the analysis, evaluation, development and operations of small to medium sized programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate: Will possess a mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the full spectrum of Morale, Welfare and Recreation Services operations to function as the sole on-staff advisor to the MAJCOM/CC and his/her staff. Highly desired background depth includes Force Support Squadron Civilian Leader or deputy and MAJCOM/FOA/PSU experience. Must have expertise in preparing and communicating high-level briefs/BBPs and anticipating flag officer questions. Must be able to operate independently.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a comprehensive range of Services function, policies, procedures, practices, concepts, and theories related to mission, management, and operation of Services organizations to provide high level staff guidance.
Knowledge of accepted accounting, budgeting, funds control, standard contracting regulations, practices, procedures, resale, and inventory management principles with ability to interpret and analyze financial data.
Knowledge of the Appropriated FUND (APF) and Non-appropriated Fund (NAF) personnel management systems, to include principles, practices and procedures
Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution
Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
