The primary purpose of this position is to serve as Director of Staff (DS, one of the organizations under the Command Staff) for the Air Force Installation and Mission Support Center (AFIMSC), and exercise second level supervisory and managerial authorities to personnel assigned to the organization.
Duties
1. Plans, organizes, and oversees the activities of the Directorate of Staff (to include Staff Operations, Protocol, HQ Budget, Information Protection, Public Affairs, Facilities Maintenance, History, Safety, Commander's Action Group, and Information Technology functions).
2. Exercises supervisory personnel management responsibilities.
3. Represents AFIMSC with a variety of installation and functional area organizations.
4. Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management.

- The incumbent or the designated alternate may be required to take part in readiness exercises
- This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment
- This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205)
- This position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
- This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve")
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement closing, one year of specialized experience at least at the GS-14 grade level or equivalent. Specialized experience includes: directing, managing, and supervising staff support functions such as Staff Operations, Protocol, HQ Budget, Information Protection, Public Affairs, Facilities Maintenance, History, Safety, Commander's Action Group, and Information Technology; extensive knowledge and advanced skills in program development, funding, and planning to anticipate, identify, and resolve management and staff challenges; extensive ability to exercise leadership authority in staff support functions and provide recommendations in the decision-making process by the command and key stakeholders. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the principles, theories, techniques, practices, mission and organizational structure and the interrelationship of the following functions: facilities, comptroller, history, air and ground safety, commander's action group, emergency management, information security, information technology, public affairs, protocol and workflow.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Proven ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Demonstrated ability to communicate both orally and in writing, to achieve stated positions or to make adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve the intended goal.
6. Skill in basic analytical ability to discern short, medium and long-term effects of changes in practices, procedures and policies, and to effectively analyze the various components of operations as part of an integrated whole.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
