Duties

- Serves as a senior adviser and primary consultant on Information Warfare plans and operations. - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management, develops, modifies, and/or interprets performance standards. - Manages and oversees Program Development. Recommends and oversees DoD and contractual arrangements for developing 16 AF's future roles. - Serves as Technical Expert. Provides expertise on technical solutions to Information Warfare requirements, including research, selection, evaluation and integration of selected technologies and procedures for Information Warfare.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Key: This is a key position. Incumbents must be removed from any military recall status if alternatives for filling the position during an emergency are not available.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds, and skill in provide input to the analysis, design, development or acquisition of capabilities used for meeting objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Information Warfare plans and operations Knowledge of operations include, but are not limited to: Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Measurement & Signatures Intelligence (MASINT), Surveillance & Reconnaissance, Weather, Electromagnetic Warfare (EW), Cyberspace Operations, and Information Operations (IO). Serves as the Director in the absence ofthe principal. Conceives, initiates and monitors National, Air Force, Air Combat Command and 16 AF policy, programs and projects associated with the conduct of Joint and AF operations worldwide. 2. Knowledge of the National Intelligence and Information Warfare Communities to include multi-source intelligence products, applications, services, and resources, as well as information operations (IO) forces and expertise in the areas of information warfare/command and control warfare, security, acquisition, foreign weapons systems and technology to support Air Force Major Commands, Air Force components, and joint and nationaldecision-makers. 3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds, and skill in provide input to the analysis, design, development or acquisition of capabilities used for meeting objectives. 4. Skill in analyzing difficult organizational issues and problems involving organizational operations and the ability to develop, prepare, or recommend new or revised directives, policies, and implementing instructions; and developing and presenting unique or adaptive solutions targeted for any particular aspect of the organization's operation. 5. Skill in staff management, assignment, and allocation, as well as organizational planning and staffing process. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner and with senior officials from a broad array of activities, including federal and local government, industry, and interagency and international partners and organizations; ability in interpreting, evaluating, and implementing technical solutions to critical IW requirements, as well as senior-level advisory responsibilities for IW planning and execution guidance for wartime, contingency and exercise support operations. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
