The primary purpose of this position is to Strategy and Concept Development Division Chief exercising second level supervisory and managerial authorities over the Strategy and Future Concepts (A57) division within the Air Force Installation and Mission Support Center (AFIMSC).

Duties

Plans, organizes, and oversees the activities of the A57 Strategy and Concept Development Division in AFIMSC's A2/5/8 directorate. Exercises supervisory personnel management responsibilities. Represents AFIMSC with a variety of installation and functional area organizations. As the Strategy and Concept Development Chief, provides and/or enables strategic, long-term (generally 5-30 years) I&MS strategies and plans in support of the DAF and its wide range of customers from HAF to MAJCOM to Installation and beyond. As the Service Senior Technical Advisor, provides technical guidance and counsel concerning the development of Services and Continental United States (CONUS) Official Main and Postal (OMP) activities for installation and enterprise-wide appropriated fund requirements for inclusion in the Air Force Program Objective Memorandum (POM) and the President's Budget and related budget and execution resourcing matters across the Air Force

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes experience applying enterprise wide strategic and long-term planning, programming, budget and execution (PPBE) through engagement, governance, people, process improvement and resource efficiency. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of Air Force strategy and policy, including strategy development, execution, training and advisory services Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet requirements and objectives within available resources. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing. Knowledge of planning, programming, budgeting cycles, financial systems and restrictions on expenditure of funds, and standard contracting regulations, practices and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
