The primary purpose of this position is to exercise second level supervisory and managerial authorities over a division within the Air Force Installation and Mission Support Center (AFIMSC).

Duties

Plans, organizes, and oversees the activities of the Mission Activity Integration Division. Exercises supervisory personnel management responsibilities. Represents division with a variety of AF and interested organizations. Balances the interest of a variety of clients, both internal and external to the organization, the AF, DoD, and outside agencies to achieve mission goals and objectives. Manages directorate resources, including annual budgets, equipment, and personnel. "This position is obligated to another employee. Please see Conditions of Employment."

  • If authorized, PCS will be paid IAW JTR and AF Regulations. This is a Centrally Managed position under the Civil Engineering Career Field

  • This posn is subject to provisions of the DoD Priority Placement Program.
  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.

  • This position is obligated to an employee on an overseas assignment with entitlements to return to this position.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have or will have, within 120 days of the closing date of this announcement, at least one (1) year of specialized experience equivalent to the next lower grade (GS-14) or equivalent pay systems (may have been obtained in the federal service, military, or public sector) which includes knowledge of strategic basing and mission beddown activities, asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of Air Force Activity Integration, including project development and execution, training, and advisory services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of Air Force Activity Integration, including project development and execution, training, and advisory services. 2. Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
