Duties
Serves as an agency Subject Matter Expert supporting customers in the application of concepts, principles, practices, laws, and regulations supporting military payroll and interoperability between disbursing and accounting systems.
Responsible for program development and oversight or key agency financial programs. Monitors progress when implementing new procedures or policies to ensure compliance with established financial standards, functional requirements and auditability.
Plans, formulates and develops financial procedures and system requirements to support mil pay requirements, internal controls, interoperability between systems, financial mgt reporting, data conversion, change mgt and business process reengineering.
Conducts independent studies of complex and diversified information, and financial systems or system components. Provides authoritative policy interpretations and key functional and technical recommendations on overall system structure and design.
Reviews and analyzes the status of financial mgt indicators for assessing the efficiency, accuracy and effectiveness of system developmental activities relating to requirements analysis, system development, testing, deployment, change mgt.
Provides authoritative technical advice to lower level specialists, other management professionals and major command/bureaus of the Services in the resolution of complex and controversial military pay business processes and requirements.
Plans, organizes, directs, assigns, coordinates and reviews the work of assigned personnel involved in carrying out the mission and the technical and administrative functions of the department.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Experience providing expert-level financial management consulting services, management advice, and assistance to supported customers in the application of financial management theories, concepts, principles and standards and resolution of the most complex issues related to operational finance work.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
