About the Position: The incumbent serves as the Deputy to the G-3/5/7 for United States Army South (ARSOUTH), one of the nine Army Service Component Commands (ASCC) in the Army. Shares duties, responsibilities and authorities for planning, organizing and managing operations, strategy, training, and exercise planning activities for the command with the Deputy Chief of Staff (DCS).
Duties
Serves as the primary staff advisor to the Deputy Chief of Staff (DCS), G-3/5/7 and ARSOUTH Commanding General on operations, strategy, training and exercise matters.
Reviews current and long-term plans, projects, and operating schedules.
Reviews policies and procedures for management, operations, and administration.
Delegates functional responsibilities to individuals or groups. Determines required administrative staffing and approves internal budget data.
Develops and manages the short-and long-term budgeting (estimates and adjustments).
Coordinates fund allocation changes, prepares annual program forecasts, and establishes performance targets.
Contributes to periodic reviews and recommends changes in operating program essentials.
Stay informed of U.S. Army South-wide developments related to program responsibility.
Synchronizes activities and priorities across the ARSOUTH staff with emphasis on Security Cooperation activities in the USSOUTHCOM Area of Operations.
Develop, brief and coordinate with HQDA, Joint Staff and SOUTHCOM for resources, including forces and exercise funding through the appropriate decision forums.
Formulates and recommends new policies and revisions for action. Plans, executes, or provides staff direction for special staff studies and projects.
Engages in daily coordination with staff directors and Major Subordinate Commanders.
As the Senior Civilian, provides guidance and mentorship to subordinate civilian employees.
Reviews and makes recommendations for personnel selections, promotions, and reassignments. Initiate appropriate disciplinary actions when necessary.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a Security Clearance at the TOP SECRET/Special Sensitive Level as the incumbent will be required to access, process, use, and safeguard classified National Defense information.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- This is a Key Position. IAW AR690-11, a Key Position is a federal position that cannot be vacated during a national emergency without seriously impairing the capability of its parent agency to function effectively.
- Pre-employment physical is required as a condition of employment, prior to appointment, reassignment, or transfer, prior to reporting for duty and yearly thereafter.
- Frequent travel is required at least 25% of the time and sometimes for extended periods.
- Position requires incumbent to obtain and maintain an Official US Passport.
- Travel to overseas location might require specific immunizations and training/certification IAW US Army South and Department of the Army Personnel Recovery policies.
- Requires local, long distance and overseas traveling to events such as (but not limited to) site assistance visits (SAVs) conferences, meetings, conduct training/ briefings, training opportunities, etc.
- Incumbent must comply with DoD Foreign Clearance Guide, US Southern Command, US Army South, JTFs, and US MILGRP requirements for entry into and operations in country while on TDY and/or deployed or TDY.
- May be required to work beyond normal duty hours and on an emergency basis.

Specialized Experience: One year of specialized experience which includes experience in management and executive practices providing advice, direction, guidance, and coordinating a wide variety of program areas; working with military command structures, missions, roles and organizational structure for joint services; using a wide range of qualitative and quantitative analytical and evaluative methods and techniques for the assessment and improvement of the Command's effectiveness and efficiency, and the improvement of complex management processes and systems. Experience in management and organizational principles and practices evaluating long and short-range projects, developing and presenting recommendations to broad, important, and complex management issues; experience in planning, budgeting, and resourcing requirements associated with administrative programs to plan, program, guide and evaluate operational initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
