IMCOM G9 is looking for strategic leader with a deep understanding of Talent Management and leader development, excellent management and interpersonal skills, and the ability to adapt and innovate within a dynamic, mission-driven environment. They would also be a supportive supervisor and a collaborative partner, committed to the well-being and development of the organization's employees and the effectiveness of its TM programs.
Duties
Oversees the planning, development, and direction of Talent Management (TM) initiatives for the Army's Installation Management Command (IMCOM) Family and Morale, Welfare and Recreation Directorate (G9), a global organization of approximately 24,000 employees who provide readiness and quality of life programs and services to Soldiers and their Families.
Develops enterprise-wide goals, objectives, and strategic plans for innovative TM programs and projects (to include but not limited to recruitment, career development, and succession planning). Prepares budgets; coordinates and conducts enterprise activities; evaluates impact of products and services on MWR business operations, stakeholder satisfaction, and other outcomes; and supports cost-effective delivery of new TM capabilities aligned with IMCOM's mission. Provides feedback to the Director, G9 on the health and status of organizational TM programs via program reviews and special studies and participates in operational planning with senior leaders to determine the effects of proposed enterprise-wide changes on organizational TM programs (e.g., changes in higher headquarters guidance, funding, priorities, etc.). Serves as the principal advisor to organizational senior leadership on leader/executive development, succession planning, and long-term talent strategies.
Establishes and maintains contacts and cooperative working relationships with representatives within Departments of Defense and Army, and other Federal Government organizations for the purpose of establishing objectives; acquiring data; exchanging information on new developments in TM program areas; ensuring program concerns are addressed; providing effective tools and governance processes; and ensuring linkage and support of IMCOM's goals and objectives. Provides strategic advisory services, guidance, and authoritative interpretation to organizational managers, leaders, and/or program evaluation staff members on a wide variety of regulations and policies governing TM, such as workforce planning, development, and engagement.
Performs a full range of supervisory functions. Develops performance standards for personnel; assigns work; evaluates performance; and provides advice and counsel on both technical and administrative matters. Identifies training needs and provides/arranges for training.
Identifies personnel or candidates with specialized skills by participating in professional recruiting events; restructuring subordinate organizational segments; and/or initiating training programs.
Assists the director in establishing long-range programs and goals in anticipation of programmatic changes, financial and resource allocation changes, and/or to integrate new mission/resource requirements or initiatives.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Qualifying experience must be at a level that equipped the applicant with the knowledge, skills, and abilities required for successful performance, to include:
Experience demonstrating facilitation skills, analytical ability, practical, and theoretical knowledge of various management processes, theories, and techniques required to lead a Talent Management program.
Demonstrated experience in providing decision support and resolution of complex problems and the ability to develop, design, and implement action plans to ensure resolution and/or corrective action. Demonstrated knowledge of budgetary methods and the ability to formulate, justify and execute an assigned budget.
Demonstrated verbal and written communication skills sufficient to deal effectively with complex issues and to develop/deliver formal presentations to leaders at the SES/General Officer level.
Demonstrated leadership and teambuilding to include providing a full range of supervisory functions.

Knowledge of the organizational structure of IMCOM and MWR operations and workforce composition, occupations, and characteristics necessary to develop a Talent Management framework in accordance with the Command's strategic goals.
Knowledge of Talent Management practices including recruitment, career development, and succession planning.
Possess a deep understanding of Talent Management as it applies to leader development, excellent management and interpersonal skills, and the ability to adapt and innovate within a dynamic, mission-driven environment.
Experience in establishing long-range programs and goals based on organizational guidance, funding, and priorities.
