About the Position: This position is with the Defense Health Agency, AD Support Research and Engineering R&E Business Operations located in Falls Church, Virginia.

Duties

Manage the complete procurement and program execution for assigned actions in a Program/Project Manager's Office. Establish and maintain controls to meet critical requirements and assures that the procurement objectives in areas of planning, contract performance, and contractual responsibilities are accomplished within budgetary limits and time schedules. Monitor the acquisition process for assigned actions to include review of the development of requirements, contracting officer coordination, and contract administration. Monitor contractor performance to ensure compliance with terms/conditions of the contract. Evaluate effectiveness of acquisition and procurement plans in support of organizational strategy and program responsibilities by reviewing reports, discussions and observations. Reviews include analysis of actual mission accomplishment in relation to plans and objectives. Make adjustments in priorities and focus to meet changing requirements Prepares letter to the Contracting Officer to provide information and request action when situations arise that require resolution to ensure contractor is within the contract terms, conditions, and specifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • TDY travel may be required for approximately 5% of time.
  • Must be able to obtain and maintain a Secret Security clearance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementDecision MakingOral CommunicationOrganizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
