You will serve as a SUPERVISORY ACQUISITION SPECIALIST in the HEADQUARTERS FINANCIAL OPERATIONS, RESOURCE MANAGEMENT DEPARTMENT of BUREAU OF MEDICINE AND SURGERY.

Duties

You will serve as the Contracts Support Officer, directing and supervising the work of acquisition specialists that provide procurement support to noncontracting personnel related to supply and service contract requirements. You will provide Contract Officer Representative (COR) oversight to the Command, leading and directing oversight of contracts within the Command. You will monitor financial reporting to ensure accuracy, efficiency, and effectiveness of contract support. You will serve as the Alternate Contract Officer Representative (ACOR) within the HQ Financial Operations Branch at the Bureau of Medicine and Surgery. You will serve on the Technical Evaluation Team that evaluates vendor responses to government solicitations. You will finalize decision making to include organizational process improvements, workgroup and team establishment, program controls, and reporting mechanisms. You will serve as the BUMED HQ subject matter expert on all phases of procurement

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing acquisition transactions to identify compliance with acquisition regulations Experience reviewing contractor performance work plans to identify and resolve contract problems Experience analyzing contractor proposals to determine reasonableness of prices for labor, materials, other direct costs, and profit Experience managing contract post-awards functions to include contract award, modifications, and closeout Experience using automated systems for data entry, tracking and monitoring acquisition status and reporting of contract information Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
