You will serve as an EMPLOYEE RELATIONS SPECIALIST / CIVILIAN AWARDS PROGRAM in the Corporate Operations Competency of NAVAL INFORMATION WARFARE SYSTEMS COMMAND.

Duties

You will serve as an Employee Relations (ER) Specialist and the Civilian Awards Program Manager (Awards PM) for Naval Information Warfare Systems (NAVWAR). You will be responsible for administering day-to-day ER operational work and the Awards Program for Headquarters (HQ) and Program Executive Offices (PEO). You will provide comprehensive civilian awards policy, guidance, and advisory support on the Civilian Awards portfolio to senior leaders, managers, and employees across NAVWAR and two echelon 3 commands. You will be responsible for explaining rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations that may assumptions. You will develop and recommend policies, plans and implementation methods/actions concerning employee-management communications, grievances and appeals, employee counseling, and employee services. You will provide advice and assistance to employees, supervisors and officials on individual disciplinary and adverse action cases. You will provide advice and guidance on personnel policy administrative regulations, employee rights and services and other subjects not initially referred by employees through the supervisory line. You will provide guidance to the customer regarding the various awards available for employees and review submissions prior to processing, ensuring packages are complete, timely and the request is within all regulatory guidance. You will be responsible for providing oversight of scheduling, coordinating, and releasing all official awards calls across the command to solicit nominations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

DA-03 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying principles, research practices, analytical and problem solving techniques involved in workforce relations such as civilian recognition program, discipline, performance management and other employee relations matters; providing advisory services in order to resolve non-controversial and/or moderately complex issues; Assisting with drafting updates to policies, and develop plans for program implementation and/or facilitate training on the diverse employee relations programs. DA-02 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying policies, procedures, and/or collective bargaining agreements to resolve employee relations issues; and researching, interpreting and applying relevant laws, rules, and regulations; and maintaining employee relations metrics, such as tracking and reporting on employee complaints, grievances, and disciplinary actions; and responding to regulatory inquiries, audits, or investigations; and responding to employee inquiries, preparing correspondence, and maintaining records.
