You will serve as a Human Resources Specialist for the Deputy Assistant Secretary of the Navy, Civilian Personnel (DASN(CP)). You will be the DASN(CP)'s principal staff representative to the Assistant Secretary of the Navy, Manpower and Reserve Affairs (ASN(M&RA)) and serve as the point of contact between the DASN(CP) and various offices, both internal and external to the Department of Navy (DON) in the accomplishment of the mission of the organization.

Duties

You will advise senior leaders in the development of solutions to an organization's human resources problems. You will develop critical partnerships with stakeholders (e.g., strategic workforce planning communities) to exchange information or provide recommendations regarding program requirements. You will advise agency leaders on strategic human capital solutions to align employee development strategies with an agency's mission. You will brief senior level leaders on the progress achieved toward meeting strategic human resources objectives. You will deliver informational briefs on human resources issues to prepare senior leaders for executive level meetings. You will liaise with external agencies (e.g., Department of Defense [DoD] or Office of Personnel Management [OPM]) to resolve issues that impact local procedures.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and recommending solutions to civilian federal Human Resources problems; and collaborating with various agency-level stakeholders to provide guidance on agency-impacting civilian federal Human Resources initiatives or issues.
