You will serve as a HUMAN RESOURCES SPECIALIST in the Recruitment Division of the OFFICE OF CIVILIAN HUMAN RESOURCES-HEADQUARTERS (OCHR-HQ).

Duties

You will plan overall program requirements and parameters, identify and solve roadblocks and problems, execute implementation, and follow up with DON Office of Civilian Human Resources - Operations Centers and Human Resources Offices (HRO). You will assure uniform application of administrative and operational policies and procedures, resolve problems impacting programs, and provide guidance and advice and/or render decisions on specific operations on a continuous basis. You will prepare new and/or major policies, plans and programs and keep abreast of emerging trends and changes in staffing concepts and philosophies, evolving changes in procedures, their implementation, and subsequent utilization. You will develop and conduct a comprehensive and continuing analysis of recruitment issues to assure quality and consistency in the administration of recruitment programs throughout the DON. You will identify the need for new or revised OPM, DOD or DON staffing and recruitment guidance and develop or lead the issuance of interpretative guidance for all staffing and recruitment programs for use throughout the DON. You will provide technical expertise in the formulation and development of DON's HR recruitment strategic planning. You will assess or review assessment of legislative proposals initiated within the DON, or by DOD, OPM, or Congress to determine the impact upon DON's staffing and recruitment programs.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and analyzing staffing and recruitment policies and/or guidance; Analyzing and assessing staffing and recruitment processes and issues; AND Ensuring program compliance adheres to staffing and recruitment rules and regulations.
