You will serve as a HUMAN RESOURCES SPECIALIST in the Labor/Employee Relations Programs Division of OCHR WASHINGTON DC.
Duties
You will prepare new and/or major policies, plans and programs.
You will develop and conduct a comprehensive and continuing analyses of labor relations issues to assure quality and consistency in the administration of labor relations programs throughout DON.
You will develop and issue labor relations interpretive guidance for use throughout DON.
You will lead the analysis and assessment of labor relations issues and trends using qualitive and quantitative program indicators.
You will personally review assessments of legislative proposals initiated, within DON, or by DOD, OPM, or Congress to determine the impact upon DON's labor relations program.
You will serve as a technical authority in matters before the FLRA, FSIP and related bodies.
You will represent the DON in dealings with those unions with national consultation rights.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Preparing major policies, plans or programs related to labor relations and developing a comprehensive analysis of labor relations issues to ensure quality and consistency throughout a major command. Evaluate agency positions in disputes before Federal Labor Relations Authority (FLRA) and/or Federal Service Impasses Panel (FSIP).
