You will serve as the Director in the Workforce Relations and Compensation Division of the Office of Civilian Human Resources (OCHR), HR Policy and Programs Department. You will provide leadership and direct subordinate staff in the promulgation of developing policy for and executing oversight of the Department of the Navy's (DON) labor, employee relations, drug testing, Federal Employee Compensation Act, Trusted Workforce 2.0, performance management, and work-life programs.

Duties

You will supervise, manage, and direct a team of functional civilian personnel experts engaged in policy development, program planning, program administration, program assessment of DON-wide scope and impact. You will analyze new laws, regulations, directives, and policy issuance to determine impact and need for new/ revised policy statements or guidance. You will serve as the principal advisor to the Deputy Assistant Secretary of the Navy, Civilian Personnel (DASN CP) and serve as staff consultant and advisor to OCHR and key DON managers concerning the directed programs. You will oversee the implementation of OCHR corporate strategy for effective DON workforce programs. You will represent DON in dealing with DoD, other Federal agencies and groups concerning with policy and program issues. You will conduct and/or initiate analytical studies of problem situations to alleviate adverse conditions which may affect mission accomplishment. You will perform a full range of supervisory duties, accomplish the full range of personnel management functions and ensure that equal opportunity goals and objectives are achieved.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: position classification, compensation, labor relations, employee relations, alternate dispute resolution, work-life programs and Drug-Free workplace program.
