This position is located at Departmental Offices,Management CFO - Management and Budget. As a BUDGET ANALYST, you will be responsible for the development and execution of the Department's budget across all Treasury Departmental Offices policy and management offices.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Responsible for a full range of program budget-related duties.
Responsible for providing technical assistance and advice to bureau decision makers on budget formulation, resource planning and execution issues, developing, reviewing and/or submitting standard budget execution documents and reports, and monitoring obligations and expenditures to ensure compliance with the regulations set forth by the Department, OMB and Congress.
Responsible for a full range of organizational budget-related duties
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience includes ALL of the following:
Formulating, justifying, and monitoring the execution of budget plans to fund the implementation of major programs and services; AND
Presenting budget justifications and findings to senior management with minimal supervision or direction; AND
Carrying out activities leading to the analysis of funding levels, organizational performance, and formulation of the President's Budget; AND
Experience leading projects and assignments that involve clear and concise written documents and presentation thereof; AND
Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets.
Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience includes:
Formulating, justifying, and monitoring the execution of budget plans to fund the implementation of major programs and services under supervision; AND
Planning and monitoring the use of funds for meeting program goals effectively; AND
Experience writing clear and concise documents and presenting recommendations; AND
Experience reviewing or advising on program plans and funding and their effect on financial and budget program milestones.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
