This vacancy is for a Supervisory Budget Analyst in the Department of Commerce (DOC), Office of the Secretary, Office of the Chief Financial Officer and Assistant Secretary for Administration, Office of Budget. The primary function of the Office of Budget is to direct and supervise Department-wide activities in the field of budget formulation, analysis, enactment, and execution as well as performance planning and reporting.

Duties

As a Supervisory Budget Analyst, you will perform the following duties: Examines all budget proposals within assigned program areas for conformance to Departmental goals and objectives, adequacy of justification and appropriation of language, existence of statutory authority, feasibility and economy of the proposals, accuracy and consistency for schedules, and conformity with instructions governing submission of budget estimates. Plans and directs the work of the staff responsible for one or more major and complex program areas of the Department. Develops advance program guidance and plans for resource allocation in accordance with Departmental goals and objectives. Provides staff assistance and advice to Secretarial Officers and other officials within assigned program areas in the preparation of program plans, budgets, and related materials, and in the solution of budgetary and financial problems. Participates in setting performance standards, and prescribes corrective action when problems of accuracy, adequacy, or adherence to quality standards or procedures are encountered. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as: Providing direction or oversight of all activities formulating and executing the budget for an agency (i.e., organization or business) including developing policies and procedures. Collaborating with officials on developing financial plans, reports, documents, presentations, or briefing materials. Participating in hearings and providing budget and program data to senior management.
