This position is located in the Department of Agriculture, Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer (ACFO), Financial Policy and Planning (FPP) Budget Division. Incumbent develops and directs a full scale budget management program utilizing data from the Financial Management Modernization Initiative (FMMI) system. designed to provide financial and budget data and analysis for use in making sound present and future financial decisions.

Duties

Oversees preparation of budget documents for each appropriation and fund. Oversees work of staff to support the Departmental Shared Cost Review board in carrying out oversight and review of these activities for reporting to the Secretary regarding Cost center activities and requested resource levels. Develops and coordinates factual material concerning apparent over-obligation of allotments. Serves as principal advisor to the Office of the Secretary (OSEC), the Assistant Secretary Administration (ASA), and Departmental Staff Office Directors and senior management staff on all financial matters.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: To qualify for the GS-15: Have at least one year of specialized experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Budget Officer: Such experience includes: 1) Conference travel funding formulation, justification and executing travel funding appropriations; 2) Federal budget and appropriations processes, laws, regulations, policies and procedures governing administrative appropriations; 3) Communicating budgetary matters to multiple levels of a federal agency; 4) Analyzing and validating financial data, drawing and recommending conclusions; and 4) Preparing and developing revised procedures, instructions and guidelines that result in the improvement of travel. grants, debt and financial management. Time in grade: Applicants must have one (1) year of specialized experience at the next lower grade to be considered for the higher grade (e.g. one (1) year specialized experience at the GS-14 grade level for consideration for the GS-15 grade level). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
