The Budget Officer position is in the Department of Administrative Services, Budget Division (BUD). The BUD coordinates the formulation of the Judiciary's budget request to the Congress for the operation and maintenance of the courts, federal defender organizations and, in coordination with DDO, the Administrative Office of the U.S. Courts (AO); and executing financial plans to support financial support financial management within the Judiciary.

Duties

The Administrative Office of the U.S. Courts (AO) is seeking an exceptional leader to serve as the Judiciary Budget Officer and Chief of the AO's Budget Division responsible for coordinating the formulation of the Federal Judiciary's annual budget request to Congress and the development and execution of annual spending plans for the Judiciary. The budgetary responsibility encompasses $10 billion in annual mandatory and discretionary appropriations. The Budget Division apportions funds, allocates resources, monitors spending, and produces special analyses and reports on budgetary issues. The Judiciary Budget Officer directs or provides oversight for all stages of the annual budget formulation and budget execution processes for the Federal Judiciary. The ideal candidate must have experience sufficiently broad in scope and at a major management level in a large or complex organization; supervising employees through subordinate supervisors; experience hiring, developing, and evaluating employees; directing the work of an organization; ensuring the success of major programs, initiatives, and projects; monitoring progress towards strategic organizational goals; evaluating organizational performance and taking action to improve performance; directing and supervising the work of employees; and developing organizational policy. The duties of the Budget Officer include, but are not limited to: Working as an executive member of the Administrative Office of the U.S. Courts (AO) finance and management teams to formulate the Federal Judiciary's annual budget requests and justification, developing annual spending plans, overseeing execution, providing support of court operations in a decentralized environment, and improving financial management throughout the Judiciary. Providing direct staff support to the Budget Committee of the Judicial Conference of the United States (JCUS), the Executive Committee of the JCUS (for budget execution issues), and the AO's Budget and Finance Advisory Council. Preparing and presenting briefings, budget updates, and regular status reports to the Associate Director for Administrative Services and other senior judiciary officials, including judges, court unit executives, the AO Director, and senior AO staff members. Presenting sensitive recommendations to the AO Director and judicial officers, obtaining compliance with judicial policies, and articulating technically complex recommendations to AO managers, court unit executives and other senior officials. Providing strong customer service in budget planning and resource management services to stakeholders within the Judiciary, which include the Courts (Appellate, District, and Bankruptcy) along with the Federal Defenders and Probation/Pretrial communities. Supervising a professional staff through workforce planning, recruitment, and equal employment opportunity; delegating work among subordinate employees; appraising employee performance; assessing individual capabilities and needs; and resolving issues of organizational concern. Fostering professional development and growth among staff, through the implementation of strategic training programs aimed at enhancing specialized skills, acquiring necessary certification, and transitioning to new and innovative tools and techniques. Preparing, issuing, and updating relevant sections of the Guide to Judiciary Policy and other publications that outline budget policies and practices. Establishing and achieving both short- and long-range office goals after integrating them with broader Judiciary financial management objectives. Coordinating the review and revision of financial management plans and policies to meet changing requirements. Overseeing the planning, analysis, and implementation of projects involving multiple functions and organizational units to improve budgetary matters. Representing the Judiciary on controversial budget issues with high-level officials of the Judiciary, other federal agencies, congressional staff, and representatives of private organizations.

Qualifications

Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows: Managing a staff of budget professionals. Serving as a senior budget officer solving problems of broad scope and complexity that occur when managing and directing programs of national scope. Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs). Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume. A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. Please limit your response to two pages for each MTQ. Expert knowledge of budget formulation and execution regulations, policies, and guidelines within a large, complex organization. Ability to prepare, present, and defend a multi-million-dollar agency budget and direct a system of controls for the resource allocation and expenditure control process. Ability to communicate effectively both orally and in writing with executive level personnel both within and outside the federal sector, elected or appointed officials, and subordinates on matters of broad scope and complexity, such as policy management for nationwide programs. Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants. Please limit your response to two pages for each ECQ.
