Duties
Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade ofGS-9 will be developmental in nature.
Conducts studies and data analysis of work outputs to identify material weaknesses in Accounts Payable operations.
Evaluates internal payment policies, procedures, controls, and work outputs to provide proactive, user-friendly products and services to the customer and ensure compliance with payment policies and directives.
Responsible for process improvement, through ongoing analysis of customer needs, to increase productivity and quality.
Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures.
Participates in financial/accounting systems tests and analyzes and evaluates the effectiveness of applications used by the organization.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for GS-09 and GS-09 for GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for the GS-09 grade level is defined as: performing financial management data analysis; creating recommendations for business process improvements; and providing customer support for an automated accounting or financial management system.
Specialized experience for the GS-11 grade level is defined as: planning, scheduling and conducting reviews and evaluations on financial management data analysis; analyzing issues or problems, selecting and applying appropriate analytical techniques and methods in order to recommend solutions or improvements to organizational functions.
Time-in-Grade for GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
