Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will develop and disseminate Foreign Military Sales (FMS) Administrative budgets. You will prepare Financial Management and Case Reconciliation Reviews. You will coordinate with international IPT leadership on daily basis on issues pertaining to FMS financial management and overall budget/financial program status. You will implement legal and regulatory controls over approved budgets. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Practitioner.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, recommending and implementing budgetary/financial policies; 2) Making determinations and advising on work in any phases/systems of budget administration; and 3) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
