You will serve as a Financial Management Analyst in the PEO (JSF) Project Support Branch, PEO & HQ Project Support Division, Business and Financial Operations Department of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will provide resources support with primary emphasis on financial management and planning for assigned financial management program. You will perform work related activities in any of the phases or systems of budget administration. You will lead a financial team of budget clerks, technicians, and/or analysts to accomplish financial management program goals. You will provide advice to department heads and their staff members on financial management and policy as well as the legalities of the financial system. You will analyze and recommend costs and benefits of alternative methods of financial management of organizations programs and administrative operations. You will use Navy Enterprise Resource Planning (N-ERP) financial system and other financial systems to extract, interpret and analyze financial reports. You will communicate with internal and external contacts to present, justify, defend, negotiate or settle matters involving significant or controversial issues.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing, evaluating, and reviewing budgets, financial data & complex financial situations; 2) Interpreting and applying fiscal law, policies, procedures, and principles; 3) Reviewing and evaluating budget requests to ensure program/project requirements are met; 4) Utilizing a variety of financial systems/programs to extract, interpret, and analyze financial reports; and 5) Evaluating program-funding plans to identify funding issues, make decisions, and provide financial technical advice.
