The primary purpose of this position is to serve as financial management specialist responsible for the accounting and financial reporting of the Military, Travel, and Civilian Pay Assessable Unit. Performs a wide range of duties across a diverse cross-functional organization associated with financial management, compliance with guidance and instructions.
Duties
Improve the financial reporting process of Military, Travel, and Civilian Pay Assessable Unit. Develops internal methods, procedures and controls to ensure adequate funds controls and effective execution of appropriations to ensure the Air Force Balance Sheet meet the requirement of an external financial statement audit.
Ensures that the Air Force implements the principles of OMB Circular A-123, Management's Responsibility for Enterprise Risk.
Improve the financial reporting process of Air Force vehicles recording on Air Force Balance Sheet. Ensures that Military, Travel, and Civilian Pay transactions are recorded in various entitlement and accounting systems.
Represents the organization at all levels within the government and at contractor sites. Participates and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes devising and implementing internal controls to strengthen an organization reporting process. As well, experience compiling financial statements and be familiar with Federal Accounting Standards Advisory Board standards to include skill in conducting comprehensive organizational analyses/studies of a wide diversity of organizations to review processes and conduct extensive analysis of processes to substantiate change to organizational dynamics and increase knowledge transfer.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force procurement/acquisition procedures and requirements
2. Experience conducting audit testing
3. Knowledge of Federal Advisory Financial Accounting Standards
4. Skill in compiling auditable federal financial statements.
5. Skill in devising and implementing internal and system controls
6. Skill in mapping financial transactions/balances from property systems to financial systems. Skill in conducting comprehensive organizational analyses/studies of a wide diversity of organizations to review processes and conduct extensive analysis of processes to substantiate change to organizational dynamics and increase knowledge transfer.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
