The primary purpose of this position is to serve as the Special Programs Analyst for Special Operations Force (SOF) requirements and resources. Accomplishes complex major studies in the development of requirements and program estimates in support of the SOF Capabilities Integration and Development System (SOFCIDS) and other Special Programs activities.
Duties
Project Leadership; serves as the Special Requirements Analyst with responsibility to accomplish complex classified projects and studies for USSOCOM.
Resource Analysis; resource formulation and analysis.
Requirements Development; develops USSOCOM classified requirements and conducts major classified requirements assessments that affect SOF Special Programs.
Program Analysis; analyzes and reviews Special Plans developed by HQ and SOF components to evaluate adequacy, ensuring that they will provide sufficient results needed for upper management decisions.
Security; incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

- Work may require travel away from the normal duty station on military and commercial aircraft to conduct training and evaluate programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced financial management and organizational principles and practices, and comprehensive knowledge of classified materiel requirements regulations, guidelines, principles, and processes; and a thorough knowledge of DOD, JSOC, and Service operations and planning in the classified environment, and the way SOFCIDS supports them.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge and experience in the Congressional budget process and the DOD Planning, Programming, Budgeting, and Execution System (PPBES).
Expert knowledge of DOD Joint Capabilities Integration and Development System (JCIDS) processes, policies, and regulations.
Knowledge of DOD acquisition concepts and practices to evaluate contractor proposals and activities.
Skill required in analyzing, evaluating, and interpreting the impact of legislative, policy, and regulatory decisions on operational requirements and acquisition programs.
Exceptional communication skills required to communicate efficiently and effectively.
Ability to apply financial analysis research techniques to make effective recommendations in the decision-making process. Ability to plan and execute complex, multi-faceted projects, and to lead or participate in collaborative teams.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
