The primary purpose of this position is: To serve as Branch Chief formulating and supporting the administrative, analytical, and evaluative work related to sensitive programs. Oversees management, planning of operations, and capabilities applied to those programs.

Duties

Plans, organizes, and directs the activities of the Headquarters Travel Oversight, and Compliance Branch, ensuring that branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Conducts analyses, and issues policy, guidance and advice on travel management and compliance; AND Conducts analyses, and issues policy, and oversight of the Government Travel Charge Card Program. Command Representative at Meetings. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The incumbent must have and maintain a Top Secret/SCI security clearance. Incumbent has recurrent access to classified information.
  • Position must have experience in supporting USSOCOM Special Access Programs and other classified programs.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position.
  • Incumbent is certified as Financial Management Level 3, or working toward this Certification, as part of the DoD FM Certification Program defined in the National Defense Authorization Action (NDAA) 2012, Public Law 112-81, Section 1599d (CON'T)
  • (CON'T) DoD Financial Management Certification level 3 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.
  • Incumbent shall adhere to the guidelines and requirements of this certification program.

  • The individual selected for this Temporary Promotion may be extended or made permanent without further competition
  • This is an OBLIGATED POSITION - NTE 1 Year. An agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction-in-force procedures at a later time

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of fiscal methods, practices, procedures, laws, regulations, precedents, policies, and other DoD, service and organization guides that apply to the GTCC and DTS automated travel programs within organizations. Comprehensive knowledge of and skill in managing, supervising, developing, coordinating, promulgating, and interpreting financial policies, procedures, and initiatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 2. Knowledge of legislation, regulations, and methods used in DoD travel authorization and entitlement. Ability to develop and maintain agency policy guidance based on DoD directives and regulations. 3. Ability to interpret and apply guidance to a wide variety of interrelated or nonstandard travel support assignments in order to resolve a wide range of problems. 4. Ability to communicate effectively, both orally, in writing and with charts and graphs to a variety of audiences. 5. Knowledge of safety and security regulations, practices and procedures. 6. Ability to perform substantial research, plan, organize and direct in-depth study in order to recommend solutions to complex transactions/problems and system and policy changes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
