The primary purpose of this position is: To serve as Chief Integration Division and in the Special Operations Financial Management Directorate at a Combatant command (COCOM). Providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Integration Division.

Duties

Plans, organizes, and over sees the activities of the Integration Division, Comptroller Directorate. Acting on behalf of the Comptroller, this position is characterized by unusual managerial complexities and demands as well as substantial uncertainties and risks. Develops goals and objectives that integrate organizational and budget data integration on objectives. Represents USSOCOM with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Department of Defense (Office of Under Secretary of Defense for Comptroller, Office of the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict, Director, Program Analysis and Evaluation, Office of the Joint Chiefs of Staff, the Military Service Comptrollers, and various other staffs of other Under Secretaries of Defense), the Office of Management and Budget, the General Accounting Office, congressional committee staff. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Serves as Technical Advisor to the Comptroller and command personnel on matters pertaining to the integration of USSOCOM. Budgetary responsibilities include Congressional Appropriation matters, information management, internal controls, funds control, Inspector General financial practices inspections, development and management of budget performance indicators, Joint Resources Management Processes (JRMP), all within existing Congressional, OSD. Regularly represents the USSOCOM Comptroller and the Chief of the Accounting Division in discussions with OSD, JCS financial process requirements and regulations. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and program viewpoint to ensure overall information protection requirements meet mission requirements. Analyzes documents and ensure the sensitivity of documents is protected from unauthorized users. The incumbent establishes priority processing of classified information.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge for formulating long-range strategic plans for financial management processes, develops financial management policy, guidance, and manages the integration, design, and implementation of complicated financial management systems to support the war fighter through efficient and effective business processes and compliancy with the public law. Reviews, interprets and publishes financial management policies, procedures and standards for the effective management of MFP-11 resources. Researches, develops, analyzes, advises on, and provides solutions to extremely complex financial management issues such as Congressional appropriations matters, internal controls, financial information systems, Inspector General and audit findings, comparative analysis of trends and performance measures associated with the effectiveness of MFP-11 resources in meeting USSOCOM's strategic objectives. Decides or recommends course of action to resolve complex problems that involve conflicts between established policy, regulations, Federal or State laws and congressional intent. The incumbent provides expert analytical services, staff advice, and assistance to managers and administrators concerning status of funds of substantial, major, and/or national programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of policies, practices, regulations, and laws concerning the financial management process and initiatives, to include the Department of Defense (DoD) Planning, Programm.mg, Budgeting, and Execution System (PPBES) and the federal budgeting process. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the missions, roles, functions, organizational structures, and operation of DOD, USSOCOM and subordinate/component organizations that govern, interface with, and/or influence the budget process. Ability to plan, organize, and direct the functions of the Division, and to mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
