The mission of the Office of Budget is to formulate, advise on, coordinate and carry out policies and procedures to assure the financial soundness of the Department of Veterans' Affairs programs in terms of comprehensive detailed annual operating plans for spending funds and accomplishing program objectives; long-range planning for future program budgets and general operating expenses; and the integration of accounting and budget data to assist managers in program planning and decision-making.

Duties

The Office of Budget provides advice and assistance in the formulation and execution of VA's budget at the Departmental level. This is a developmental position established to allow the incumbent to perform a wide variety of budget duties, complete training, and serve in developmental positions required for full performance at the next level. Duties include, but are not limited to: Coordination of all aspects of funding, budget review, and preparation of presentations for a variety of funding authorizations. Budget analysis and support for offices and the Office of Budget. Collaboration with budget points of contact and program managers regarding reimbursable agreements, Memorandums of Agreement, and other documents needed to collect or transfer funds to other organizations. Providing a variety of data and reports to higher service director and VA senior leadership. Assisting offices with the formulation of budgets for submission during the upcoming President's Budget cycle. Preparing detailed information and provides briefings as appropriate to prepare senior leaders to participate in formal briefings. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday, 8:00 a.m. to 4:30 p.m. Compressed/Flexible: May be available with supervisor approval. Telework: Available, as determined by the agency policy. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. GS-07 - you must have served 52 weeks at GS-05. GS-09 - you must have served 52 weeks at GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience/education as described below: GS-07 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists with routine and recurring budget administration duties which facilitate more complex and detailed review and analysis functions; Compares figures in current estimates of funding needs by line item or object class with prior years expenditures; Assists in preparing preliminary budget estimates and reviewing justifications for program support activities; Assists in formulating and justifying budgets. Assists in analyzing budget submissions and financial data, and monitoring execution of available funds. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and post-high school education if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, may be used to qualify applicants for the GS-07 level. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. GS-09 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate degree or equivalent graduate education may be used to qualify applicants for the GS-09 level. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Evidence of specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
