You will serve as a CORPORATE PERFORMANCE METRICS SPECIALIST in the BUSINESS AND STRATEGIC PLANNING OFFICE, PROGRAM PLANNING AND REVIEW DIVISION of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will develop performance metrics for all availabilities at all shipyards.
You will provide management guidance/direction to senior shipyard managers in matters concerning availability performance.
You will provide assistance to shipyards by interpreting various metrics and provide recommendations to management on actions necessary to turn around negative trends.
You will assist in the development of training for all levels of management.
You will perform additional duties as assigned.
Requirements

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience identifying and developing leading metrics that allow nuclear shipyards to improve submarine availability performance.
Experience applying scheduling methods and techniques.
Experience utilizing Automated Data Processing (ADP) systems in an industrial environment and using production control systems.
Experience applying theories, principles, methodologies and techniques of cost and schedule control, Critical Path Management, Critical Chain Project Management and Project Management.
Experience in the use of manpower, machines and materials in various shipyard operations.
FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with identifying and developing leading metrics that allow nuclear shipyards to improve submarine availability performance.
Experience applying scheduling methods and techniques.
Experience utilizing Automated Data Processing (ADP) systems in an industrial environment and using production control systems.
Experience applying theories, principles, methodologies and techniques of cost and schedule control, Critical Path Management, Critical Chain Project Management and Project Management.
Experience in the use of manpower, machines and materials in various shipyard operations.

Education
There is no substitution of education for experience at the
GS-12 grade level.
This position allows for substitution of education for experience at the
GS-11 level. Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., that is related to this position being filled.

NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
