You will serve as a BUSINESS AND STRATEGIC PLANNING MANAGER in the BUSINESS AND STRATEGIC PLANNING OFFICE (CODE 1200) of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will implement and manage all aspects of business operations and strategic planning for the shipyard. You will plan, organize, and direct the activities of the Business and Strategic Planning Office, ensuring that the Department complies with legal and regulatory requirements and meets customer needs. You will serve as the Shipyard spokesperson with the public, the media, regulatory agencies, and local/state governments on all related matters. You will exercise supervisory personnel management responsibilities. You will work in conjunction with the Comptroller to approve proposed personnel and financial operating budgets for all departments/offices. You will ensure proposed budgets or changes to approved resource budgets recommended by shipyard managers are consistent with forecast requirements and overall shipyard, NAVSEA, and Fleet policies. You will oversee, administer, and work to improve the shipyard's balanced command efforts in accordance with NAVSEAINST 4850.5. You will represent, in coordination with the Comptroller, the shipyard in all financial audits, inspections, and data requests of the command. You will perform other duties as assigned.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing all business and strategic planning for the Command and managing complex business, technical and professional functions. Experience with the Planning, Programming, Budgeting, and Execution (PPBE) process, including understanding of the function and content of the Program Objectives Memo (POM), the Department of Defense (DoD) budget, and Execution Guidance (EG) each fiscal cycle. Experience applying expert knowledge of business, finance, mission funding, mitigation strategies, and strategic planning for a large multi-mission industrial setting. Experience analyzing and compiling all pertinent information to determine present and future workforce requirements and to analyze the Command's ability to take on or turn down work. Experience applying advanced written communication skills to prepare complex reports, and to develop and publicize plans, processes, and business metrics.
