Salary Information
GS-15: $163,964 - $191,900 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Duties
At the full performance level GS-15the major duties of this position include, but are not limited to the following:
Apply specific budgetary rules, regulations, principles, and procedures to achieve all phases of budget formulation and review for a major and substantive Department bureau and/or Office. Lead preparation of annual budget requests and justifications for the organization to include appropriated and offsetting collections.
Drafts presentations, memos, and analysis related to Department budget requirements.
Conduct special studies and analysis of trends, and develop projections to identify variances to support decision-making. Analyze, evaluate, and recommend strategic actions to better leverage funding to support mission requirements, such as short fall and trade off requirements, cost analysis, and appropriateness of funding requests.
Develops and update budgets to reflect Department leadership direction for the Departmental and OMB budget submissions, as well as the President's Budget/Congressional Justifications. Provides guidance and direction regarding Congressional appropriations and related report language.
Serves as a liaison with OMB on all budgetary matters pertaining to assigned areas of responsibility.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Experience with the Federal budget process, and all associated policies, directives, procedures and regulations, to develop and provide authoritative advice and interpretations of legislation and policies and precedents.
Provide advice and guidance for budget formulation and exhibit development.
Monitor and reporting on program activities.
Conduct analysis of financial conditions and practices of an organization, presenting findings and making recommendations for improvements.
Interpret policies and precedents to develop, recommend, and implement budgetary direction.
