This position is located in the Human Resources Division-Arlington, VA.
The selectee of this position serves as a Supervisory Management and Program Analyst, responsible for advising management on a variety of resource allocation and reporting issues and special projects.
Please note: Applicants residing within the Local Commuting Area of Arlington, VA will be expected to report to the office in accordance with applicable agency telework policy; pending management's approval.
Duties
As a Supervisory Management and Program Analyst at the GS-0343-14 grade level, some of your typical work assignments may include, but are not limited to, the following:
Analyzes workforce data and projections, provides assistance on developing HRD metrics to subordinate staff, and improves HR processes in other HRD programs as necessary.
Evaluates and analyzes current and projected programs for actual or potential problem areas, trends, resources shortfalls, program imbalances, and areas of potential program accomplishments and deficiencies. Directs, coordinates, and/or oversees work of subordinate staff.
Manages all operational aspects; plans, organizes, and carries out analytical studies involving the planning, development, and implementation of key USMS programs of national scope.
Prepares analytical and statistical management reports which are used for developing, analyzing, and evaluating workforce makeup, resource allocation, and workload activity.
Provides advice and assistance to HRD management, USMS Divisions and Districts on workforce analysis and reporting and Position Control Number (PCN) management.

Qualifications
GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
Specialized Experience: One year of specialized experience which includes: 1. Appraising assigned programs to ascertain if they are operating effectively and efficiently; 2. Addressing a wide range of complex and routine issues; 3. Proficient in using statistical software packages to conduct analysis; and 4. Demonstrate experience leading a team responsible for resource analysis and/or modeling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
