You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the Classification and Special Programs Department, Fleet Human Resources Office of FLEET HRO NORFOLK NAVAL SHIPYARD.
Duties
You will prepare and/or review position and job descriptions, conduct desk audits, write reports of findings, provide classification training and prepare evaluations.
You will prepare responses to external program review findings and recommendations regarding sensitive issues.
You will locate, interpret, analyze, and apply Position Classification Standards and Guides.
You will develop, modify, conduct, and/or oversee the presentation of formal training in classification, position management, and desk audits.
You will provide guidance and instruction to managers and junior specialists unfamiliar with complex classification issues.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with developing, modifying and conducting training in classification, position management and desk audits.
Experience conducting strategic thinking and analyzing data and information from several sources to reach conclusions.
Experience preparing documentation for classification appeals and other inquiries.
Experience with providing advice and guidance to managers and junior specialists regarding complex classification issues.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with preparing and reviewing positions and job descriptions.
Experience with locating, interpreting, analyzing and applying classification standards and guides.
Experience with analyzing and anticipating potential problems to recommend preventative actions.
Experience in written and verbal communication to research and present findings.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
