You will serve as a Human Resources Officer (Deputy Director Civilian Benefits) in the Office of Civilian Human Resources (OCHR) Civilian Benefits Directorate, Civilian Benefits Center (CBC) in the Department of the Navy. You will be responsible for the DON Federal Benefits Program, generating and issuing policy and procedures, overseeing the development, implementation and operations of a comprehensive navy-wide benefits program.
Duties
You will serve as the expert planner, analyst and advisor to agency management on matters pertaining to the Federal Benefits Program.
You will participate in the formal and informal management planning, policy and decision-making sessions regarding the drafting of new legislative changes and changes in federal policies and procedures involving benefits and retirement issues.
You will be responsible for ensuring annual/multi-year and long-range fiscal program planning is accurately represented during fiscal reviews.
You will serve as the Contracting Office Representative in the administration of contracted DON-wide Human Resources Benefits services.
You will conduct a variety of short and long-term special studies or projects involving federal benefits and other personnel programs.
You will prepare briefing papers and reports on highly visible and/or controversial subjects.
You will be responsible for the full range of supervisory and managerial responsibilities involved in the successful operation and execution of the Civilian Benefits Center.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector directing, executing, or managing the delivery of civilian federal human resources (HR) services through subordinate supervisors and to senior leadership involving the development, implementation and operations of a comprehensive federal benefits program for retirement including the following: health, dental and vision, and long term care insurance programs, Flexible Spending Accounts (FSA), Thrift Savings Plan (TSP) and automated benefit systems; assessing and participating in management planning, policy and decision-making sessions, regarding the drafting of changes, technological improvements, and changes in Federal policies and procedures involving benefit and retirement issues to determine the impact upon personnel; preparing briefing papers and reports on highly visible and/or controversial personnel subjects and participating in the analysis and assessment of personnel trends using qualitative and quantitative program indicators in assigned areas of responsibility; and ensuring compliance with governing laws and regulation.
